Spurs have informed the Istanbul club they will demand at least €25 million for the player’s signature.
Galatasaray are aiming to strengthen their central midfield before the transfer window closes.
Despite Tottenham’s initial rejection, a deal remains possible, with negotiations ongoing and Galatasaray considering whether to return with an improved offer.
Progress is also being made on the player’s side, with Galatasaray advancing talks on personal terms with Sarr’s representatives. No issues are expected, as the Senegal international is open to a move to the Super Lig.
Sarr initially joined Tottenham from Metz in 2021 and established himself as an energetic box-to-box presence in North London.
However, after a busy summer of recruitment under manager Roberto De Zerbi, Sarr has no realistic pathway to regular minutes next season, prompting his desire to leave.
Saudi side Al Ahli have also been linked with Sarr, but a move currently appears unlikely.
Tottenham are open to a sale if their valuation is met, as they target further arrivals in the final days of the window.
A deal for Manchester City’s Savinho has reportedly been agreed, while Omar Marmoush could also make the move to North London before the transfer deadline.
